In short: Unpopped kernels almost always come down to one of five causes: kernels that are too old or improperly stored (too dry), too low a temperature, the wrong corn variety, too many kernels at once, or leftover moisture in the pot. The most common cause is dry kernels - a moisture content around 14% is ideal.

The water-in-a-jar trick
Dried-out popcorn kernels can often be revived: add a teaspoon of water to about a cup of kernels in an airtight jar, shake it, and let it sit for a day or two. The kernels slowly absorb moisture without getting wet on the outside. After that, they usually pop noticeably better. A simple test before you toss half a bag.

Most likely: kernels that are too dry
This is the most common cause. Popcorn kernels need a moisture content of around 14% for enough steam pressure to build up. Stored open or too long, they dry out - and the pop just doesn't happen. One fix to try: add a teaspoon of water to the storage jar, seal it well, let it sit for a day or two, and test again.
A few unpopped kernels are completely normal - even with the best kernels, some usually stay behind. It's only worth digging for a cause once a larger share stays hard. So you're doing everything right.

Likely: temperature too low
Without the test-kernel trick, you often start too cold. Add 2-3 kernels to the oil in the pot and wait until they pop - only then is the temperature high enough for the rest of the kernels. That way everything pops evenly without burning.
With a thick layer, heat doesn't reach every kernel evenly. The bottom ones burn while the top ones stay cold and never pop. Only add enough to cover the bottom in a single layer, and run a second batch instead.
Only real popping corn pops - sweet corn, feed corn, or regular eating corn have too soft a hull and just turn hard and brown. When buying, look for it explicitly labeled popcorn kernels or Zea mays everta.
If the kernels, temperature, amount, and variety are all right, leftover condensation or water in the pot is often the culprit. Even a few drops cool the kernels down and disrupt pressure buildup. Dry the pot and lid thoroughly before popping.
Cause 1: the kernels are too dry
By far the most common cause. Popping only works because water sits inside the kernel, turns to steam when heated, and bursts the hull. About 14% moisture content is ideal. If kernels get too old or are stored open, they dry out - and there's simply not enough pressure left to build.
The good news: this is often fixable. Add a teaspoon of water to the storage jar with the kernels, seal it airtight, and let it sit for a day or two. The kernels absorb a bit of moisture, and the next attempt usually turns out noticeably better. Proper storage from the start prevents this in the first place.
Cause 2: the temperature is off
Start too cold, and the kernels have time to dry out before they pop - the result is a lot of hard kernels. Start too hot, and the outside burns before the inside gets fully heated through.
The fix is the test-kernel trick: add two or three kernels along with the oil to the cold pot and heat them together. Once those kernels pop, you've hit the right temperature - now add the rest. That way you hit the sweet spot reliably, no thermometer needed.
Cause 3: it's not popping corn at all
Only one specific corn variety pops: popping corn, botanically Zea mays everta. Its especially hard, dense hull holds the pressure until the kernel bursts. Sweet corn, feed corn, or regular eating corn have a more permeable hull - the steam just escapes, and nothing happens except browning.
That sounds obvious, but it's a real source of error with loose kernels from an unclear source. Look for the explicit label popcorn kernels or popping corn.
Cause 4: too many kernels at once
A thick layer of kernels in the pot or machine almost always leads to an uneven result. The bottom kernels sit right against the heat and burn, while the ones on top never get hot enough in the first place.
Rule of thumb: the bottom should only be covered in a single layer. Need more popcorn? Run two or three batches back to back instead - it barely takes longer and gives a noticeably better yield.
Cause 5: moisture in the container
An often-overlooked point: leftover water or condensation in the pot. If the pot isn't fully dry after washing, or condensation collects under the lid, even a few drops can cool the kernels down and disrupt pressure buildup.
Dry the pot and lid thoroughly before popping. The same goes for a machine's lid - it collects steam during use, which can become an issue over several batches in a row.
The rehydration test for overly dry kernels
Want to know if dryness was really the cause? Try the rehydration test: soak a small amount of the unpopped kernels in water for about ten minutes, pat them dry on the surface, and pop them right away. If they pop better now, dryness was the issue.
This isn't a long-term fix for everyday use, but it's a quick, informative diagnostic trick. The long-term answer is still proper storage from the start.
